The link to the successor Jira issue will be found under "Links", have a little "two-footprint" icon next to it, and direct you to the "RHEL project" in Red Hat Jira (issue links are of type "https://issues.redhat.com/browse/RHEL-XXXX", where "X" is a digit). This same link will be available in a blue banner at the top of the page informing you that that bug has been migrated.

Description of problem:
Specifying a PKCS11Provider in the configuration and using the ssh without a card inserted results in the error 'no slots'

Steps to Reproduce:
1.Put 'PKCS11Provider /usr/lib/pkcs11/opensc-pkcs11.so' in ssh config
2.Try to login
3.

Actual results:
'no slots' printed

Expected results:
No error message

Additional info:
This is a regression that happened after rebase to openssh-8.0p1, it is working correctly in openssh-7.8p1-4
