Describe the issue: When Satellite is installed in FIPS mode the installation for external mongo database will fail

Suggestions for improvement: Add a note to the 3.11.1. MongoDB as an External Database Considerations

Please note that currently you cannot use an external MongoDB with Satellite in FIPS mode until the following https://bugzilla.redhat.com/show_bug.cgi?id=1743706 bugzilla is resolved.

Additional information:
