Description of problem:
Requirements for image import:

Last supported RHEL version is 7.6
We need to EC2 to support RHEL8 or probably downgrade to RHEL7.6 for EC2?
I tried to import image in some hacky ways. Partly it worked, but anyway customers should not import it like this...

5.11.0.21

How reproducible:
Always

Steps to Reproduce:
1. Upload image to S3 bucket
2. Run ec2 image-import command
3. 

Actual results:
ClientError: Unable to determine kernel version.
