The slowdown in the job has been caused by the openshift-console/downloads pod failing to correctly being evicted and thus taking ~600s to go away:

I0827 01:03:40.299746    6821 update.go:89] pod "oauth-openshift-6496f8b46-mnsbl" removed (evicted)
I0827 01:13:33.695970    6821 update.go:89] pod "downloads-79457746ff-k9dwb" removed (evicted)

The bug to track that (and thus this issue as well) is https://bugzilla.redhat.com/show_bug.cgi?id=1745772
