Consider backporting the following commits into 2.6:

a8448cb17 lacp: Avoid packet drop on LACP bond after link up
f94178077 bond: Honor updelay and downdelay when LACP is in use.
27a9c0e30 Add mirror/ovs-tcpdump support for slow protocols' Rx path.
49b9cad34 lacp: New command "lacp/show-stats" fordisplaying LACP counters.
f73b83fd9 ofproto-dpif: Propagate may_enable flag as link aliveness.
