Description of problem:

Default Rhel8 scap content does not get populated on the Satellite

Version-Release number of selected component (if applicable): 6.6beta

How reproducible: Always

Steps to Reproduce:
1.  Run: "# foreman-rake foreman_openscap:bulk_upload:default"
2.  Then, check : "# hammer scap-content list"

Actual results:

[root@satellite ~]# hammer scap-content list

The scap content for RHEL8 is available in 6.8, could QE verify?
