Description of problem:

Support at-rest encryption using LUKS for RHHI-V deployment. Automatic unlocking of devices to be tested  using NBDE (network bound disk encryption) with Clevis and Tang.

Ensure the following:
1. Deployment succeeds without any manual steps
2. Live migration works
3. HA VMs are restarted on another node, when a node is lost
4. Upgrades work

@Gobinda, This bug is originally kept for UI related enhancements for configuring NBDE.
That's the reason this bug is not targeted for 1.8 ( no trackers attached )
So lets use this bug for the same, and moving it back to ASSIGNED state
