Description of problem: Systemd dropped /usr/lib/udev/collect recently, starting v240 (aka starting F30). Those *_rules modules are specific to SUSE, so it should be fixed in dracut upstream, for Fedora we should be skipping them (IMO).
If I understand it right, then the {dasd,qeth,zfcp}_rules modules are for SUSE's way of setting the persistent devices. Fedora uses a single udev rule + a script + a config file for each device class, while SUSE has one rule per device (similar to the new zdev mechanism in upstream s390utils). Thus Fedora's dracut could be configured with omit_dracutmodules+="{dasd,qeth,zfcp}_rules" in dracut.conf In Fedora - it's dasd.udev + dasdconf.sh + /etc/dasd.conf or zfcp.udev + zfcpconf.sh + /etc/zfcp.conf, see https://src.fedoraproject.org/rpms/s390utils/tree/master
