Description of problem:
Environment scale up fails when trying to start the container-puppet-nova on controller node

Version-Release number of selected component (if applicable):


How reproducible:
100%

Steps to Reproduce:
1. Deployed 3 controllers, 1 compute node, 1 ceph node
2. Scaled up to 2 compute nodes, 3 ceph nodes
3.

Actual results:
ceph completes successfully while compute nodes do not complete.
The error is in podman trying to start the container named container-puppet-nova on controller-2 in this case (in attached).

Expected results:
Scale up should complete successfully.
