It seems that some dependencies are missing from EPEL8, even though pandas is there.

# yum --enablerepo epel-testing --enablerepo epel-playground --enablerepo PowerTools install python3-pandas
Last metadata expiration check: 0:24:05 ago on Thu 03 Oct 2019 09:44:46 AM PDT.
Error: 
 Problem: conflicting requests
  - nothing provides python3-Bottleneck needed by python3-pandas-0.25.1-2.epel8.playground.x86_64
  - nothing provides python3-numexpr needed by python3-pandas-0.25.1-2.epel8.playground.x86_64
  - nothing provides python3-tables needed by python3-pandas-0.25.1-2.epel8.playground.x86_64
(try to add '--skip-broken' to skip uninstallable packages or '--nobest' to use not only best candidate packages)

These have been built in playground now - not sure when the next playground repo refresh is, but presumably within 24 hours.
Some are being submitted to EPEL8 proper - https://bodhi.fedoraproject.org/updates/FEDORA-EPEL-2019-359bfeb9f2

Thank you!  Just to report on the status: 

* python3-numexpr and python3-tables have appeared in epel-testing but python3-Bottleneck is still missing.
* none in epel-playground yet.

Looks like playground finally got a repo push so I can install python3-pandas from there now.

python-Bottleneck-1.2.1-13.el8, python-numpydoc-0.9.2-1.el8, python-pandas-0.25.3-1.el8 has been pushed to the Fedora EPEL 8 testing repository. If problems still persist, please make note of it in this bug report.
