Description of problem:
Red Hat Enterprise Linux 5.9 AMC 6 Month Retirement Notice

Red Hat Enterprise Linux 5.9 AMC reaches end of life 3/31/2020. The 6 month retirement notice needs to go out on 9/30/19.

This is the final retirement notification. 

I also need the package owner to create the errata and publish it on 9/30/19.
