Description of problem:
The "Create Instance" button is always enabled even if there are missing information.

How reproducible:
Always.

Steps to Reproduce:
1. Launch the wizard "Create New Server Instance"
2. Click on the "Create Instance" button
3. There is an error message for the field "Instance Name"
4. Choose an instance name and click on the "Create Instance" button
5. Next error messages will be about the Directory Manager password
...


Actual results:
The "Create Instance" button is always enabled.

Expected results:
Enable the "Create Instance" button only when all required fields are properly filled.

We will address this when we port the remaining javascript to ReactJS
