Description of problem:

The goal of this RFE would be to develop a feature by which a user could run "server resize" on an instance running in a dense cloud using CPU pinning.  The feature should allow completion of the resize even if the only available pins for the newly-rebuilt instance are the ones that the existing instance are consuming prior to deletion (assuming the target number of vCPUs is available if the currently consumed pins are included as available).

The earliest this could possibly happen is OSP17, because OSP16/Train's upstream feature freeze was today. I'll remove the release from the name and allow the RFE triage process to take place.
