In https://github.com/openshift/origin/pull/23750/commits/e72f94bae8480e02fed10a08d0345e0ebfd14eec we disabled `should support exec using resource/name` enable it back as soon as oc is on top of k8s 1.16.

Not function issue, and `oc exec po/name` works well.
