In https://github.com/openshift/origin/pull/23750/commits/984af04b2353aa04503e8c2ada15ac0669d8ab4a we disabled `SchedulerPreemption` enable it back asap.

This is being chased in https://bugzilla.redhat.com/show_bug.cgi?id=1731263 and since it has more history I'm closing in favour of the other one.
