mono-debugger was retired because it is not supported by Mono 5 anymore. It seems there are now issues upgrading from F30, as reported on the devel list: package mono-debugger-2.10-21.fc30.x86_64 requires mono(Mono.Cecil) = 0.9.6.0, but none of the providers can be installed - mono-cecil-0.9.6-12.fc30.x86_64 does not belong to a distupgrade repository - problem with installed package mono-debugger-2.10-21.fc30.x86_64 So it would be good if mono-debugger-2.10-21.fc30.x86_64 gets obsoleted in fedora-obsolete-packages, for F31 and higher.
