RHEL Engineering is moving the tracking of its product development work on RHEL 6 through RHEL 9 to Red Hat Jira (issues.redhat.com). If you're a Red Hat customer, please continue to file support cases via the Red Hat customer portal. If you're not, please head to the "RHEL project" in Red Hat Jira and file new tickets here. Individual Bugzilla bugs in the statuses "NEW", "ASSIGNED", and "POST" are being migrated throughout September 2023. Bugs of Red Hat partners with an assigned Engineering Partner Manager (EPM) are migrated in late September as per pre-agreed dates. Bugs against components "kernel", "kernel-rt", and "kpatch" are only migrated if still in "NEW" or "ASSIGNED". If you cannot log in to RH Jira, please consult article #7032570. The link to the successor Jira issue will be found under "Links", have a little "two-footprint" icon next to it, and direct you to the "RHEL project" in Red Hat Jira (issue links are of type "https://issues.redhat.com/browse/RHEL-XXXX", where "X" is a digit). This same link will be available in a blue banner at the top of the page informing you that that bug has been migrated.

I have download and installed the scratch build from comment #5
on my laptop Lenoto T580
which runs under RHEL 7.6.

The bug does not appear anymore.

TEST SETUP 2
Hardware:
  Lenovo ThinkPad T580
  Graphics card: Intel Corporation UHD Graphics 620 [8086:5917] (rev 07)
  1 external monitor Eizo 24" connected to the laptop via HDMI port

Distro: RHEL 7.6 CSB
Version-Release number of selected component:
  kernel-3.10.0-957.12.2.el7
  gnome-shell-3.28.3-16.el7
  gsettings-desktop-schemas-3.28.0-3.el7
  gnome-shell-extensions-3.28.1-9.el7


TEST PROCEDURE 2
1. Download and install Brew build gnome-shell-extensions-3.28.1-10.el7:
   https://brewweb.engineering.redhat.com/brew/buildinfo?buildID=975462

2. Use gnome-tweaks to set 12 static workspaces.
3. Set automatic start of applications:
  - firefox
  - google-chrome
  - thunderbird
  - xchat
  ...
4. Set display mode "Join Displays" via in control-center.
5. Set resolution 1920x1080 on both displays.
6. Reboot the laptop.
7. Log in a GNOME session.
8. Place started applications on different workspaces.
9. Switch workspaces from 1 to 12 and the in the reverse order as well.


RESULT 2
The bug does NOT appear.


OUTCOME
Upgrading component: gnome-shell-extensions
    from: 3.28.1-9.el7
      to: 3.28.1-10.el7
has fixed the bug.
