Notification drawer title

Description of problem:
The "Notification Drawer" window title is not aligned since it is covered by the "Events" title area. 
Please see attached screenshot.

Version-Release number of selected component (if applicable):
4.4 master - 4.4.0_SNAPSHOT-201.gd9eb76b.0.scratch.master.el7

How reproducible:
100%

Steps to Reproduce:
1.Click on the "Events and Alerts notification" icon on upper masthread for opening the "notification Drawer" dialog

Actual results:
The dialog title is covered by "Events" title

Expected results:
The title should be exposed.

Steps:
1.Click on the "Events and Alerts notification" icon on upper masthread for opening the "notification Drawer" dialog

Result:
Title is fully exposed and looks good.

This bugzilla is included in oVirt 4.4.0 release, published on May 20th 2020.

Since the problem described in this bug report should be
resolved in oVirt 4.4.0 release, it has been closed with a resolution of CURRENT RELEASE.
