Hello Chris,

I have rerun this scenario on RHEL-8.1.0-20190918.0  and RHEL-8.1.0-20190917.0 BaseOS x86_64 , failed to download metadata  issue did not exist, but perl-DBD conflict issue occurred.

This issue was opened for a specific problem encountered against obtaining content from a specific repository at a certain time.
It was found that this issue was environmental related to a users environment, and not related to the the Red Hat CDN.

It is unlikely that any issues resulting in this message are a result of a problem with subscription-manager.
