Description of problem:

Trying to retrieve the cluster-nfd-operator manifest from redhat-operators-art gives Unauthorized access.    Other 3rd level operators (logging, etc) manifests can be retrieved successfully.

Why not follow the pattern for other operators?

verified on 4.2.0-0.nightly-2019-09-18-211009 with nfd openshift/ose-cluster-nfd-operator:v4.2.0-201909182219
