When trying to update to OVN 2.11 on an OSP13 cloud the minor update fails and we see the below error

This bug is blocked (by https://bugzilla.redhat.com/show_bug.cgi?id=1820939) for a while so I am moving it to modify state until we get a fix for bz1820939

According to our records, this should be resolved by puppet-vswitch-8.4.0-5.el7ost.  This build is available now.

it blocked by this bug: 1820939  so its not really on qa because we cant verify it.

Verified that minor update is not failing and proceeds till the end. No errors as specified in the description.
Tested minor update from osp13 z8 (which uses openvswitch 2.9) to osp z11.
osp13 z11 (13.0-RHEL-7/2020-03-04.1) has puppet-vswitch-8.4.0-5.el7ost.noarch and openvswitch2.11-2.11.0-35.el7fdp.x86_64
