Description of problem:

When seccomp filtering is enabled in libreswan, selinux-policy prevents libreswan from using addcon command properly:

If the /etc/ipsec.conf file contains "seccomp=disabled" then pluto process stays running after "service ipsec start"

If the /etc/ipsec.conf file contains "seccomp=enabled" then pluto process ends immediately after "service ipsec start" and following SELinux denial appears:
