Is tripleo-common not tripleo-heat-templates. The tripleo-common in the mistral container is older than the one with the fix. openstack-tripleo-common-11.1.1-0.20190917141126.8ced750.el8ost.noarch We should be updating the containers with the latest (like we do upstream) or you'll need to wait until a new container build.
