The common user couldn't set default pattern in kibana.

Steps to Reproduce:
1. Deploy OCP 4.1.17
2. Deploy clusterlogging using image provided in 4.1.17 Advisory
3. Loging the kibana

Actual results:
The kibana couldn't log in.

No default pattern for the cluster-admin users. But the cluster-admin can set default pattern.

No such issue when using v4.2.0-201910070933 with 5.6.16.1
