Description of problem:
When trying to set the crypto-policies profile, an error code 2 is returned with the message "Error updating current policy marker"

Version-Release number of selected component (if applicable):
crypto-policies-20190816-3.gitbb9bf99.fc32

How reproducible:
always

Steps to Reproduce:
1. run "update-crypto-policies --set LEGACY"

Actual results:
Returns error code 2, prints message "Error updating current policy marker"

Expected results:
Returns error code 0, no error message

Do you have a directory /etc/crypto-policies/state present on the system?

No, I hadn't. Creating the directory solved the issue.
