After evaluating this issue, there are no plans to address it further or fix it in an upcoming release.  Therefore, it is being closed.  If plans change such that this issue will be fixed in an upcoming release, then the bug can be reopened.

The rpm verification failure triggers failures in STIG scans.

The problem is due to inconsistent permissions of the ghost files in the .spec and their reference in the tmpfiles configuration.

Given the runtime permissions will be determined by the tmpfile spec the .spec permissions should be changed to match.
