Image registry is using outdated name for kube-controller-manager command.
In https://github.com/openshift/release/blob/dfd2beadbd400ce3ac680b2e3a430f58bcc5e63d/ci-operator/templates/master-sidecar-4.2.yaml#L1322

it is invoking hyperkube controller-manager but should hyperkube kube-controller- manager.

This issue has been fixed in 4.3 repo
