As a work-around until this is built officially I was able to install the Fedora 29 RPMs:

    dnf install http://mirror.web-ster.com/fedora/releases/29/Everything/x86_64/os/Packages/r/rtorrent-0.9.7-3.fc29.x86_64.rpm http://mirror.web-ster.com/fedora/releases/29/Everything/x86_64/os/Packages/l/libtorrent-0.13.7-3.fc29.x86_64.rpm
