Description of problem:

ovn2.11-2.11.1-2 supports IGMP which allows efficient multicast delivery within a logical switch. In order to enable multicast connectivity between logical switches, across logical routers we need support for IGMP Relay.

How reproducible:


Steps to Reproduce:
1. Configure two logical switches connected through a logical router.
2. Enable IGMP snooping on the switches.
3. Enable IGMP relay on the router.
4. Join multicast group from a host on switch1 and send IP multicast from a host on switch2.

Actual results:
No way to configure IGMP relay on the router.
Multicast traffic doesn't reach the host on switch1.

Expected results:
Multicast traffic should reach the host on switch1.
