The upgrade tasks of pacemaker-managed services changed quite a lot in OSP 15 to support the staged upgrade workflow (controller-after-controller). Those edits were made to default services to unblock testing of the default scenario. Non-default services are probably still missing the changes, at least cinder-backup and manila-share.

The bug is not fully fixed. We recently ran into https://bugzilla.redhat.com/show_bug.cgi?id=1777971 which had to be fixed by these two patches:
https://review.opendev.org/#/c/697416/1 and https://review.opendev.org/#/c)/697415/ so the very same fix is needed for the cinder-backup and manila-share services.

Closing EOL, OSP 15 has been retired as of Sept 19, 2020
