https://github.com/openshift/installer/commit/4158ce89e28b0cb24453e7bbacb34d21cda8e6a1 ...updated the boot images used for 4.2 to artifacts that are built from signed RPMs. However, the `baseURI` is incorrectly pointing at an internal URL. Should be `https://releases-art-rhcos.svc.ci.openshift.org/art/storage/releases/rhcos-4.2/42.80.20191002.0/`
Verified this bug and PASS.
