This enhancement adds the `OctaviaConnectionLogging` parameter so that you can disable connection flow logging. The default setting is `true`, which means that connection flows are logged.

Amphorae currently log connections. Logging the traffic flows impact performance. It would be nice if Director could expose a parameter to enable/disable connection flow logging in amphorae.

According to our records, this should be resolved by openstack-tripleo-heat-templates-8.4.1-51.el7ost.  This build is available now.
