+++ This bug was initially created as a clone of Bug #1685642 +++

When using the hotfixed openvswitch-2.9.0-119.el7fdn, ARP replies are never routed or are dropped and never reach the destination.

This behavior is random, I'll attach the concerning files to the BZ shortly.
