Dave, I can't commit to maintain more packages/branches, but feel free to maintain it yourself.

perl-gettext is in the RHEL-8 Code Ready Builder and CentOS 8 PowerTools repositories.

The built RPM package is perl-Locale-gettext-1.07-9.el8, which might account for the confusion.
