Description of problem:
Neutron DHCP agent time out when spawning neutron networks and subnets

Version-Release number of selected component (if applicable):

Works with package
openstack-neutron-common-12.0.5-11.el7ost.noarch

But fails for package
openstack-neutron-common-12.0.6-10.el7ost.noarch 

How reproducible:

When running a simple script to create neutron networks and subnets we see issues where 1/2 networks DHCP agent does not come up. For 4 networks created we see 2 don't have DHCP running


Steps to Reproduce:
1. Run script to create networks and subnets

2. Check logs

Actual results:

 ERROR neutron.agent.linux.dhcp [req-b9d3e55b-41b4-6ae4-8eed-8c81317e4036 - - - - -] Failed to start DHCP process for network 4391ab70-73eb-4240-aeb9-9a69b79420a8: WaitTimeout: Timed out after 60 seconds

Expected results:

Should create DHCP agents with out timing out..

Splitting bug, initial report was fixed applying relevant fixes in queens from tripleo (reporter was not using it):
