Description of problem:
[RFE] Include packages rh-php72-php-pecl-imagick, rh-php72-php-oci8.x86_64 & rh-php72-php-sodium.x86_64 to RHSCL

New applications are required to have these packages into RHSCL in order to deploy and hence customer is requesting for the same.

The oci8 and sodium extensions depend on third-party libraries which are not available in 
Red Hat Enterprise Linux.  There are no plans to add any of these components to the 
PHP collections in Red Hat Software Collections.
