The test event monitor records important debugging info about the cluster as tests are executed, especially during upgrades. Certain failures continue to occur and are important to debug (from spyglass on individual runs), but we also want Testgrid to not report these errors. To do that, we need to move the event monitor junit output to a file that isn't searched by the Testgrid regex (.*/junit.*.xml), but is still displayed by spyglass. Fortunately spyglass can now be configured to add additional filters, so we can change openshift-tests to write event failure output to monitor_*.xml instead of junit_*.xml, and have spyglass include both. Requires changes to openshift-test and prow. Must be backported to 4.2 and 4.1
Verified by https://prow.svc.ci.openshift.org/view/gcs/origin-ci-test/pr-logs/pull/23958/pull-ci-openshift-origin-master-e2e-aws-upgrade/5099 showing spyglass error for monitor events but testgrid not showing it after merge in release-4.3.
