Description of problem:
In /usr/share/lxqt/themes/Fedora/wallpaper.cfg we set /usr/share/backgrounds/default.png as default wallpaper since it exists across all of Fedora. However this does not exist on RHEL7.

Steps to Reproduce:
From user perspective, install the LXQt desktop including the lxqt-themes-fedora package on RHEL7/CentOS 7 and login. You'll see a black background instead of a picture.

EPEL 7 entered end-of-life (EOL) status on 2024-06-30.  EPEL 7 is no longer maintained, which means that it will not receive any further security or bug fix updates. As a result we are closing this bug.
