Description of problem:
A velero PR was never merged so restores will not be incremental and will not delete files that have been removed between restic backups.

How reproducible:
Always

Steps to Reproduce:
1. Perform a migration

Actual results:
The restore will not be incremental

Expected results:
The restore will be incremental
