Metrics always show "No datapoints found." when logged in as a normal OpenShift user on the project dashboard.

1. User create a project
2. Create apps and wait pod is created
3. Goes to project Dashboard, in `Utilization Card` it shows the values of CPU, Memory and Pod count

Verified on 4.3.0-0.nightly-2019-10-24-004924
