Indeed, it seems that is the case. As per BZ#1312422, the Docker service is no longer restarted when registering a host to Red Hat Satellite (more specifically after the step of installing the consumer RPM katello-ca-consumer-latest.noarch.rpm). I will remove the note from this procedure. Thank you
