Individual Bugzilla bugs in the statuses "NEW", "ASSIGNED", and "POST" are being migrated throughout September 2023. The link to the successor Jira issue will be found under "Links", have a little "two-footprint" icon next to it, and direct you to the "RHEL project" in Red Hat Jira (issue links are of type "https://issues.redhat.com/browse/RHEL-XXXX", where "X" is a digit). This same link will be available in a blue banner at the top of the page informing you that that bug has been migrated.

In short, we have a bug in our dhclient script, where we wait until duplicate address detection is done for the link-local address. The check does not cover the case when the link-local address was not yet calculated by the kernel and in such case, we immediately start the dhclient which fails.

I was able to reproduce this pretty reliably in libvirt, all I had to do was to have ipv6-only network and boot with "ip=dhcp6 rd.neednet=1 rd.break", then you can see that there is no ipv6 address from DHCP.
