Description of problem:

RHEL 8 currently ships rpm 4.14.2 but it's missing a truckload of fixes that have gone upstream in the meanwhile, and couple of enhancement requests which would be far better handled via upstream rebase rather than a big set of patches maintained separately.

rpm 4.14.3 is planned for release during this year, and we'd like to rebase rpm to that version in RHEL 8.3.
