Description of problem:

For pci passthrough pci/aliases needs to be configured in nova.conf of the api container.
With c3e5c7480f03949a824165349642b59a6077ec5d the deprecates aliases parameter was removed
from ::nova::api . nova::pci needs to be included for the nova api container instead.
