Description of problem:

VM portal on RHV-M 4.3.6 doesn't show the VM "Console Setting" functionality.

The functionality is on RHV-M 4.2 version and is also documented in the following:

How reproducible:

ovirt-engine-4.3.6.7-0.1.el7.noarch

Steps to Reproduce:
1.  Login into VM Portal, select a VM and notice there is no Console Setting Icon.

No Console Setting is presented.

Expected results:

Console Setting should be presented to change options.

This was implemented by supporting persisted console options solution for VM portal, done on a global level per user (i.e. each user set his own console options and it is relevant for all user's VMs).
There is currently no way to manage console options for a specific VM as supported for Admin Portal.
In addition, there is no sync between VM console options on Admin portal and the global console options on VM portal.

Steps:
1) Login to VM Portal
2) Check that there are options to set console settings such as full screen, ctrl+alt+del mapping, smartcard or preferred type of console

Results:
All of the options are present in the global settings and are set for all the VMs. Spice consoles have the smartcard option, both VNC and Spice consoles have full screen and ctrl+alt+del option.
Default console option can be set in the settings as well including a remote desktop option. Different combinations of set options are working correctly.
