By default, squid.conf contains:

# INSERT YOUR OWN RULE(S) HERE TO ALLOW ACCESS FROM YOUR
CLIENTS
#

http_access deny all

Which prevents squid from working without editing the conf
file. Could be a good thing or bad thing, depending on your
point of view
