Description of problem:

I have tried to install rabbitmq-server Fedora 31 x86_64, got this failed message:

    # dnf install rabbitmq-server
    Error:
     Problem: package rabbitmq-server-3.7.16-1.fc31.x86_64 requires erlang-sd_notify(x86-64),
     but none of the providers can be installed
      - conflicting requests
      - nothing provides erlang(erl_nif_version) = 2.14 needed by erlang-sd_notify-1.0-11.fc31.x86_64
    (try to add '--skip-broken' to skip uninstallable packages)

Also this problem prevents users on FC30 with rabbitmq-server installed upgrading to FC31.

Error:
 Problem 1: problem with installed package erlang-sd_notify-1.0-10.fc30.x86_64
  - package erlang-sd_notify-1.0-11.fc31.x86_64 requires erlang(erl_nif_version) = 2.14, but none of the providers can be installed
  - erlang-sd_notify-1.0-10.fc30.x86_64 does not belong to a distupgrade repository
  - erlang-erts-21.3.8.7-1.fc30.x86_64 does not belong to a distupgrade repository
 Problem 2: package rabbitmq-server-3.7.16-1.fc31.x86_64 requires erlang-sd_notify(x86-64), but none of the providers can be installed
  - package erlang-sd_notify-1.0-10.fc30.x86_64 requires erlang(erl_nif_version) = 2.14, but none of the providers can be installed
  - package erlang-sd_notify-1.0-11.fc31.x86_64 requires erlang(erl_nif_version) = 2.14, but none of the providers can be installed
  - problem with installed package rabbitmq-server-3.7.16-1.fc30.x86_64
  - package erlang-erts-21.3.8.7-1.fc30.x86_64 requires erlang-kernel(x86-64) = 21.3.8.7-1.fc30, but none of the providers can be installed
  - rabbitmq-server-3.7.16-1.fc30.x86_64 does not belong to a distupgrade repository
  - erlang-kernel-21.3.8.7-1.fc30.x86_64 does not belong to a distupgrade repository
(try to add '--skip-broken' to skip uninstallable packages)
