Description of problem:

Right now, we can't use FIPS mode in RHCOS (and FCOS for that matter) because of various compatibility issues in the 01fips module. There are patches outstanding to fix those issues:

Could we have those patches reviewed, merged, and built as part of RHEL 8.2? We should be able to tag it for use in RHCOS from there.

Actually, can we have them backported to RHEL 8.1.1 instead? RHCOS recently rebased to 8.1 content, and given that dev freeze for OCP 4.3 is this Friday, it'd be safer to just keep the dracut delta to a minimum if possible.

Dracut is in baseos, so we can't release that to 8.1.1 (afaik). We could do a z-stream for 8.1, but not sure if that will help you.

OK, I went over the diff between 8.1.0 and 8.2.0 and the great majority of changes are related to tests. Otherwise, I found:
- some enablement for the network-manager module, which isn't relevant to us since we're still using network-legacy
- some fixes related to bash 4 vs bash 5
- and other tiny fixes

So overall, I think we're fine with just tagging in the 8.2 build into RHCOS.

Yes, I've already verified that the built packages fix FIPS mode in RHCOS.
