Description of problem:
Unable to install package from EPEL

Version-Release number of selected component (if applicable):
perl-Test-Output-1.03.1-9.el8.noarch

How reproducible:
Always

Steps to Reproduce:
1. sudo dnf install perl-Output-Test

Actual results:
Error: 
 Problem: conflicting requests
  - nothing provides perl(Capture::Tiny) needed by perl-Test-Output-1.03.1-9.el8.noarch
(try to add '--skip-broken' to skip uninstallable packages or '--nobest' to use not only best candidate packages)

You need to enable the Code Ready Builder (RHEL) or PowerTools (CentOS) repository. The required package is there.
