Support OKD on oVirt IPI deployment

Support is included in ovirt-engine 4.3.7 but since we have not finished the OKD part, postponing this to 4.3.8 for verification.

OKD is behind OCP on this, switching to OCP for testing this bug

For verification, I basically followed the most straightforward OCP4 IPI installation scenario.

This bugzilla is included in oVirt 4.3.9 release, published on March 20th 2020.

Since the problem described in this bug report should be
resolved in oVirt 4.3.9 release, it has been closed with a resolution of CURRENT RELEASE.
